Cute but blingy skull accessory does not attach

Very cute costume but the blingy skull cannot be used. It is not a pin but basically some sort of belt buckle and comes hanging by a safety pin. I tried several things and there is really no way to attach it upright. That was a bummer, I just wore the costume without it.
